What do you mean? Do you need to merge two user alongwith all their related ativities (courses, tracking, etc.) having one winning on the other (selecting what has to win?)?

yes, I have two accounts with activities, and I need to merge the activity into one account.
if I replace "all" the idst in the database, will it be OK? not in table core_users, but in learning_

No, it's not ok.
For each user there are many many many many related records in db.
