Certificate function?

I'd like to attach a api to run when a user passes a course and is awarded a certificate. This API just adds the username, name, email address and some other fields to a Campaign Monitor list. Is there a way to do this without messing with core?

In the latest version 2.3 we introduced new web services to retrieve certificates released for users, and API to get user data are already available
