How to approve a certificate for a student

I was wondering, is there a way to approve the certificates for the students after they complete the course? I have it set up as the student completes the course, they receive the certification. Is their a way to just add it as approve/deny process?

No, certificates cannot be "approved". A student is either assigned a certificate or not.
